Application numbers count only valid applications. Holdings rate is calculated by dividing holdings by population. Health insurance registration rates divide registered numbers by card holdings. Public fund account registration rates similarly divide registered accounts by card holdings. All metrics consider valid registrations after accounting for deletions.
