This page is the English version of Japan's Ministry of Internal Affairs and Communications Local Administration Bureau website. The bureau supports local government administrative operations through various measures including promoting decentralization, standardizing local government information systems, and planning election systems. The 2000 Comprehensive Decentralization Law clarified the roles of central and local governments. Municipal mergers since 1999 reduced municipalities from 3,232 to 1,727. Facing population decline with aging populations peaking in 2040, Japan promotes "self-supporting settlement regions" and "core regional urban areas," establishing frameworks for wide-area cooperation that don't rely on mergers to ensure sustainable administrative services.
