About this page
This page explains the Residential Land Development Regulation Law, which prevents disasters caused by landslides and sediment flows in residential land development. Enacted in 1962 following severe rainfall damage in 1961, it was amended in 2006 to designate dangerous existing developments as "developed land disaster prevention areas." Following the 2021 Atami landslide disaster, the law was fundamentally revised in 2022 as the "Residential Land Development and Specified Embankment Regulation Law," providing comprehensive regulation of dangerous embankments regardless of land use. Designation of regulatory areas requires meeting both natural and social criteria.
