About this page
This page explains Japan's urban planning development permission system administered by the Ministry of Land, Infrastructure, Transport and Tourism. Established in the 1960s to prevent uncontrolled urbanization during rapid economic growth, the system ensures safe and comfortable urban environments through land development controls. It implements zoning regulations and checks land development to prevent disasters and preserve environmental quality. Currently, the system addresses population decline, aging populations, and increasing disaster risks by promoting compact city development and restricting development in high-risk areas.
