About this page
This page describes the Ministry of Land, Infrastructure, Transport and Tourism's system for opening fiber optic cables used for river and road management to private operators. Since fiscal year 2002, the ministry has opened these facilities to telecommunications carriers and cable television operators. For fiscal year 2025, applications are accepted from November 5 to December 10. Eligible users include telecommunications carriers, cable TV operators, national and local governments. Single-fiber usage is available. Annual charges are typically 16 yen per fiber per meter, or 11 yen for easier installation areas. Regional development bureaus provide detailed information on availability and contact details.
