This page explains TEC-FORCE (Emergency Disaster Countermeasure Dispatch Team), a specialized unit under Japan's Ministry of Land, Infrastructure, Transport and Tourism. When natural disasters like earthquakes and typhoons occur, TEC-FORCE provides technical support to affected municipalities. With approximately 14,000 members who are infrastructure professionals during normal times, they conduct damage surveys, drainage operations, emergency road repairs, and building safety assessments. Since its establishment in 2008, it has dispatched over 115,000 personnel to 106 disasters. During Typhoon Hagibis in 2019, around 200 pumping vehicles were deployed for drainage operations using drones for damage assessment. The organization continues strengthening its capacity through expanded workforce, advanced ICT technology adoption, and enhanced cooperation with other agencies.
