About this page
This page provides an overview of Japan's Whistleblower Protection System administered by the Consumer Affairs Agency. It offers easily understandable materials about the Whistleblower Protection Act, handbooks, and instructional videos. A consultation hotline supports the entire system. The amended law will be enforced from December 1, 2026. The page includes statutory guidelines and explanatory materials for private businesses and administrative agencies to implement appropriate internal whistleblower response systems. Guidelines for national and local government agencies regarding both internal and external whistleblower reports are also provided.
