This page explains that foreign residents have been covered by Japan's Basic Resident Registration system since July 9, 2012. Foreign nationals with medium-to-long-term residence status or special permanent residents who have addresses in specific municipalities can now obtain Resident Records. Newly arriving foreign nationals must submit a move-in notification to their municipality within fourteen days of taking up residence, presenting their Residence Card or passport. Temporary visitors and those staying three months or less are exempt from this requirement.
