According to the indictment, Takubo fabricated a Toyo University diploma between May and June of last year by creating fake seals of university officials manufactured by a stamp maker. He presented the forged diploma to city council members and made false statements to a special investigation committee. He is also charged with violating local autonomy law. Takubo stated he cannot comment until receiving the indictment.
