Digital simplex radio was institutionalized in August 2008, introducing a registration system alongside the traditional licensing system, making it more accessible. Registration applications are only for radio equipment with type code "R" or "S" and call sign beginning with "2". Non-registrants can now use registered stations, enabling rental use.
