This page presents guidelines on the Whistleblower Protection Act prior to the legal amendment (before May 31, 2022) by Japan's Consumer Affairs Agency. Three types of guidelines are provided: for private enterprises, national administrative organs, and local governments. The private enterprise guidelines have been integrated into legally mandated guidelines following the amendment. All guidelines are available in Japanese and English in PDF format, covering procedures for handling reports from both internal staff and external workers to protect whistleblowers and prevent organizational misconduct.
