This page describes a study group established by Japan's Ministry of Land, Infrastructure, Transport and Tourism to examine measures for promoting urban railway development. The group, comprising university professors and railway operators, discusses strategies to meet user needs effectively and promptly. Six meetings were held from February to June 2024, resulting in a final report issued in June 2024. The group also addressed the treatment of surcharge fares set before and after service commencement.
