This page announces the establishment of an expert subcommittee on the occupation system by Japan's Ministry of Land, Infrastructure, Transport and Tourism. Following a major road collapse accident in Yashio, Saitama, the ministry will enhance safety confirmation and reporting requirements for underground utility occupancy. From April 1, 2026, road occupancy permit holders must report safety information. The subcommittee will discuss maintenance management methods and accurate identification of utility locations. The first meeting is scheduled for March 17, 2026, to advance the direction of occupation system reform.
