This page announces the publication of amendments to the Road Law Enforcement Order and the fee collection regulations for development roads by Japan's Ministry of Land, Infrastructure, Transport and Tourism. The revisions update road occupancy fees based on the fiscal year 2024 reassessment of fixed asset tax values. The amendments to the Road Law Enforcement Order were approved by the Cabinet on December 23 and published on December 26, 2025. Development road occupancy fees are also being revised accordingly. Municipalities are classified into five grades based on average fixed asset tax values, with occupancy fees determined for each grade. The regulations will be enforced on April 1, 2026.
