About this page

This page describes the current status of groundwater conservation and land subsidence in Japan. Land subsidence is an irreversible phenomenon difficult to recover. Excessive groundwater extraction during high economic growth caused subsidence and saltwater intrusion, but recent regulations and river water source conversion have stabilized the situation. However, many regions continue experiencing subsidence, with increased risk during droughts. Conservation measures include regulations under the Industrial Water Law and Building Water Extraction Regulation Law, local ordinances, and comprehensive strategies in three regions. Sustainable groundwater management remains necessary for the future.
