This page explains the system of Hokkaido development budgets. A lump-sum appropriation system for Hokkaido development project funds has been established to effectively promote the Hokkaido Comprehensive Development Plan. The budget covers flood control, roads, ports, airports, water supply and sewage, parks, and agricultural and rural development, with the Ministry of Land, Infrastructure, Transport and Tourism making budget requests. Budgets for MLIT-administered projects are executed by MLIT, while others are transferred to relevant ministries or special accounts for execution by each ministry. Additionally, special measures for raising national treasury subsidy ratios and expanded direct government project scope are implemented for major projects.
