This page presents the Fair Trade Commission's emergency fact-finding survey on cheap sales of mobile phone devices, released on February 24, 2023. After previous improvement requests to three MNOs (NTT Docomo, KDDI, and SoftBank), extreme discount sales such as "1 yen sales" emerged as a new issue. Under separated billing for communication services and device sales, such sales methods may constitute unfair low-price sales. The survey was conducted to identify the extent of discount sales through sales agents and clarify transaction structures and distribution realities.
