This page announces the revision of the "Guidelines for Appropriate Electricity Trading" by the Japan Fair Trade Commission and the Ministry of Economy, Trade and Industry on May 30, 2019. The guidelines were originally established in December 1999 to clarify anticompetitive conduct in the electricity market. The revision was made to respond to the creation of the Baseload Market in July 2019, where new power retailers can procure electricity at fixed annual prices from existing utilities' baseload power sources. A draft was published on March 28, and public comments were solicited until April 26, with one submission received. The revised guidelines will be disseminated to ensure fair and effective competition.
