Hiroyuki Matsuda, 41, was accused of photographing multiple people's lower bodies on trains between September and November, and stealing 65 items from stores in Osaka. The Osaka District Public Prosecutors Office indicted him on March 23rd. The Osaka Prefectural Police imposed a three-month suspension, and he resigned voluntarily on the same date.
