This page explains bicycle traffic rules based on the National Police Agency's bicycle rulebook in Q&A format. Cyclists must follow the same traffic signals as cars when riding on roads, and must travel slowly in the road-side portion of sidewalks. Using smartphones or earphones while riding is prohibited and constitutes criminal liability if accidents occur. Riding with two people or side-by-side is forbidden. Violators must attend a three-hour safety course if cited twice within three years; failure to attend results in fines. Bicycle violations don't affect driving license points, but serious accidents or reckless violations can lead to license suspension.
