This page explains the revised Ship Oil Pollution Damage Compensation Security Act, amended in May 2019 to comply with the Bunker Convention and the Nairobi International Convention on the Removal of Wrecks. The law requires domestic vessels with an international tonnage of 300 tons or more to obtain Protection and Indemnity (P&I) insurance and carry a security certificate onboard, effective October 1, 2020. Electronic applications began December 1, 2020. The requirements differ for ocean-going vessels, domestic vessels, general ships, and tankers. Local transport bureaus handle certificate applications.
