In densely populated urban areas, implementation is challenging, with disinfection limited to distributing disinfectant and slaked lime, and damage assessments delegated to neighborhood association leaders. Consequently, adequate responses were not achieved in many cases. Specific issues addressed include epidemic prevention, garbage disposal and collection, industrial waste handling, driftwood disposal, and mud treatment.
