This page announces the Ministry of Land, Infrastructure, Transport and Tourism's newly established "Flood Countermeasures Guidelines for Nationally Managed Underground Parking Lots." Following a severe flooding incident in Yokkaichi, Mie Prefecture in September 2023, where 274 vehicles were damaged by record rainfall of 123.5mm per hour, the guidelines were developed to prevent and mitigate flooding damage nationwide. The guidelines focus on three strategies: strengthening flood prevention technology through automated water-blocking plates and sensors, enhancing disaster management systems via closure criteria and inspections, and strengthening community coordination through joint training. Implementation will progress through fiscal year 2026.
